Personality:
Shelly de Killer is a professional. Shelly de Killer is a cold, efficient killer for hire. Shelly de Killer is... not an unfeeling robot, even if he would like to give off that impression on occasion. He is a very restrained, secretive individual, and if it were up to him, no one would see him as anything more than a Death-dispensing Machine, not even his recurring clients. Although he does his best to maintain that façade, he is human. He has a sense of humour, too, which is usually uncommon among Death Robots (though it isn't always clear how serious he is about, say, peculiarly phrased death threats, or whether he means to sound like so silly. I mean, "don't even think about callin' the cops"? Really? What a dork).
Of course, his profession requires a certain kind of temperament. Excessive empathy can actively hinder one's ability to kill someone else, after all, which is why he usually reserves it for animals (or people he has grown far too fond of, in his own view, who are rare). He is no stranger to detachment, to keeping calm and collected in the face of murder... but he finds that people are not quite so easy to deal with when they are alive and to remain that way. Dealing with clients is one thing, but casual conversation? Shelly would rather avoid it. He is polite, most certainly, even pleasantly so - more than some might expect from a man of his craft, but no more than that. He learned how to deal with clients, not friends; human anatomy, not intimacy. The relationship an assassin should have with his client is deep enough for him.
That said, he places a great deal of importance in client-assassin relations. The bond of trust between the two is the cornerstone of his work. He won't work for someone he cannot trust, but provided that he does trust his employer - and they, in turn, trust him - there should be no problem, ideally. His client keeps quiet about his identity, and he ensures no suspicion falls upon them for their request (this is why Shelly always leaves a card with his insignia at the scene of the crime, incidentally - to tell the police that he did this, so really, there's no point looking for another culprit).
In case this bond is broken, however (and there have been only a couple of times this happened: once, he found out his client had intended to blackmail him all along, and the other time, he was just plain lied to AND had his target stolen from him, on top of that), the contract is immediately nullified... and Shelly will then seek to punish this ex-client for their treachery. With death. Because that's sort of what he does. He will stop at nothing to achieve that, too (stopping at nothing is another thing that he does)... or, well, almost nothing. Knowing to pick one's fights is a valuable skill for anyone to have, and assassins are no exception.
And that's it. The closest things to friends that he may have are recurring clients - mobster families, for instance - or, perhaps, other people in his line of work who he regards with some respect, and even this is more speculation than anything else. But he believes he's rather fine with that. People are just not his forte, unless he's supposed to be killing them.
Backstory:
A link to the AA Wiki! Essentially nothing aside from this is stated about Shelly's past in canon. One can speculate, though, which is precisely what the following paragraphs are all about.
He was born in England, and when he was still young - 10, 12 at the most - his parents died in some sort of accident. Thus, he was left guardianless and sent to an orphanage where, a few months later, a kind stranger found him. He and the stranger got along well, and thus he had a new father. A father who travelled relatively frequently, had a peculiar sense of humour and turned out to be a professional assassin.
But murderer or not, Mr. de Killer had treated him better than just about anyone else in his life. So, when the assassin offered to train him as his successor, noting the boy's physical aptitude and keen sense of responsibility, little Shelly accepted. The training was several years long, arduous and, at least the first few times he came in contact with dead bodies, unpleasant. Daddy de Killer was there every step of the way, though, teaching him and encouraging him. As soon as he considered his pupil's learning done, he welcomed death at Shelly's hands. And now, Shelly de Killer truly was his name.
In short, Shelly's formative years gave him a firm, but decidedly twisted moral compass and also a healthy dose of desensitising trauma! How fun.
Canon Powers:
Shelly has no supernatural powers, unless his baffling ability to invariably go unnoticed despite his incredibly distinctive face counts. He excels in physical abilities, though, having been thoroughly trained in hand-to-hand combat, the proper use of just about any kind of weapon you might think of, and more ways to kill a man than you can count. He may be getting on in years, but he's still perfectly capable of incapacitating/murdering people half his age.
Additionally, he's probably minimally skilled with electronics, since I'm pretty sure a radio modelled after your own face has to be custom-built.

Oh lord. A set of knives, guns of a few different calibers - let's say four or five of them - and a sniper rifle. I think I'll keep it at that.
